Parking in Azerbaijan

There are free and paid parking areas in Azerbaijan. Most on-street parking spaces are paid in the centre of Baku and other major cities. You can pay for them by cashless payment only.

There are no official “parking attendants” at on-street parking spaces. The people wearing vests who help find an available parking space are regular volunteers. They can take money for their services only, and you have to pay for parking separately.

Free parking

You can park your car for free where it is not prohibited by traffic regulations and there is no ‘paid parking’ sign. 

In smaller towns and villages, you can find free parking areas almost everywhere. In large cities, free parking spaces are more often located in areas far from the centre or at the territory of residential parks.

Paid on-street parking

Paid on-street paid parking are mainly found in major cities of Azerbaijan, such as Baku, Sumgait, and Ganja. They are identified by a ‘P’ sign with a special panel. Below we outline the general rules for using such parking areas. And the detailed information for the specific parking area can be found on its parking sign. Make sure to follow those details.

How to use paid parking places

Payments for on-street parking spaces are accepted by cashless payment only. You can pay in a dedicated AzParking app or via SMS.

To pay for parking you will need a SIM card of a local mobile operator.

In either case, you will need a local number to send an SMS or sing up in the app. If you don't have a local number, use the car parks with a boom barrier.

How to pay via SMS

To pay via SMS, you need to send two messages:

  1. Once you parked your car, you need to send an SMS to 1181 in this format: ‘00-XX-000-00000-00’, where ‘00-XX-000’ is the car's licence plate number, ‘00000’ is the car park number, and ‘00’ is the parking space number. The message must be written in Latin letters without spaces.
  2. Before leaving the car park, you need to send an SMS with the word ‘SON’ to the same 1181 number to pay for parking.

Always remember to end your parking.

Paying via the app

In the app, you can not only pay, but also see the traffic congestion of the nearest streets, choose a convenient place for parking, and lay out a route there.

To pay for a parking space in the app:

  1. Install the AzParking app (Google Play, App Store) and sign up in advance.
  2. Top up your balance (online or via terminals).
  3. You can enter your licence plate number in advance.
  4. Once you parked your car, you need to go into the app and mark the start time of your parking for your car. The app offers both pre-payment and post-payment. Choose the option that suits you best.
  5. Remember to end your parking in the app before leaving the car park.

Parking rates

The rates vary depending on the parking zone and city.

Parking is free at night between 22:00 and 07:00 and on Sundays. Stopping for 15 minutes is also free.

Parking attendants

In some regions of Azerbaijan, especially in Baku, you can see parking attendants who help drivers find an available parking space and keep order. Their services are inexpensive, about 1 manat. You are not obliged to pay to parking attendants.

Parking attendants can help you park your car but they are not allowed to accept payment for the parking space.

You will need to pay the parking rate separately. All available official payment methods are listed on the sign.

Car parks with boom barriers

There are numerous car parks with boom barriers in Azerbaijan. Some of them are surface parking areas and some of them are underground car parks. The parking rates are about 1-2 manat per hour (~$0.59-1.18), and the longer you stay the better rates you pay.

How to use them:

  1. Drive up to the entrance gate and press the button next to it to get a receipt.
  2. Drive in and park your car. Do not lose your receipt because it has your entrance time on it.
  3. You will pay when driving out of the car park. Most car parks have terminals that accept cash and cards. Make sure to keep the receipt until you drive out the car park.

Fines

Traffic offences can result in fines. In Baku and other major cities, police actively monitor compliance with traffic regulations. Fines can range from 20 to 50 manat (~$11.76-29.41) depending on the seriousness of the offence. 

You can pay the fine yourself at a bank, post office or payment terminals (MilliÖN, eManat, etc.). Or ask the rental company for help. 

In the case of serious offences, the car may be towed to a towing yard, which means additional costs and inconvenience.
